Listing of Canadian Curriculum Secondary Schools

The CANADIAN ASSOCIATION OF INDEPENDENT SCHOOLS (CAIS) is an association for independent schools that operate within Canada or offer a curriculum leading to a Canadian diploma in a location outside of the country. Member schools are non-profit institutions with volunteer Boards of Governors who are responsible for hiring a Head to manage the daily operation of the school. To qualify for membership, schools must offer an academic program that will prepare students for entrance to institutions of higher education.

ELEMENTARY AND SECONDARY SCHOOLING AT THE POST - FSD 34.03-SCHOOLING AT THE POST - TO BE READ IN CONJUNCTION WITH FSD 34.01, 34.01(a), 34.02

1. Your child’s education is important. Please read this information instruction carefully and provide required data, required documents and do the necessary research before enrolment. At any time during the education process Dependent Education Management may be contacted via email to help facilitate completion of this education information form or assist with schooling information. Secondary students will be most interested in records transfer, interpretation systems of credits at new school, subjects offered, school calendars, school schedules, school standards and opportunities, extracurricular activities. Students being education in Quebec should be familiar with Post Secondary School tuition requirements.

2. Language of instruction outside Canada, as within and when available, may be provided in the appropriate official language, i.e., the English or French language of instruction consistent with section 23 of the Minority Language Educational Rights prescribed by the Canadian Charter of Rights and Freedoms.

3. Dependent student definition includes the following: “must be a child who resides with the member at the post or previous place of duty in Canada for a minimum of eight months in a twelve-month period prior to posting outside Canada”

4. You are accountable for all Education allowance and related care funding. Members are accountable and responsible for making schooling, education & family reunion travel applicable payment on behalf of the student. Notwithstanding, Outside Canada Support units have been authorized to make the payment of admissible education expenses directly to an educational institution on behalf of a member or group of members for entitled education benefits as outlined in the Post Ceiling and FSD 34. The member is accountable and obliged to inform Outside Canada Support unit in writing, immediately on receipt of a bill from a school and/or when a child terminates schooling during the academic year for which an education allowance has been paid. Member is to seek in writing, when applicable, any funding which may be refunded by the school under such circumstances must be made payable to the Department of National Defence. In the event that the school, in error, makes a refund directly to the member, this must immediately be refunded to the Department of National Defence. Members are not to take the “Tuition Refund Insurance” as this item would be a “non-admissible” education expense. All original receipts are to be forwarded to your Outside Canada Support Unit.

5. Items Inadmissible for Education Allowance - The following expenditures are optional charges on behalf of students and are deemed to be the student/parent responsibility. The following items are non-admissible for an Education Allowance:

  2. Private Tutoring
  3. School uniforms
  4. IB program
  5. AP exams
  6. SAT expenses
  7. Sport uniforms;
  8. School academic & co-curricular trips in the Ottawa area and outside the Ottawa area;
  9. Theatre and musical events;
  10. Private music lessons;
  11. University application fees;
  12. Yearbook;
  13. Team photos;
  14. Music equipment rental;
  15. Stationery supplies;
  16. Sports Uniforms;
  17. Lunch Program;
  18. Private tutoring;
  19. Physiotherapy;
  20. Medical Appointments;
  21. Prescription drugs School pictures;
  22. Sports equipment;
  23. School magazines;
  24. Sports equipment and/or similar items; pocket money;
  25. Expenses for private lessons such as horseback riding, swimming, ice hockey, figure skating, music lessons, dancing or acting;
  26. Musical instruments;
  27. School band uniforms;
  28. Computer equipment; and
  29. Donations, grants or similar specialized disbursements to schools are non-admissible as well.

6. Fees not admissible for an Education Allowances for students attending Canadian Curriculum schools. When attending a Canadian Curriculum School, parents are responsible for fees associated with:

  1. Compulsory fees associated with Advance Placement exams (AP); or
  2. International Baccalaureate (IB), www.ibo.org - ib program; or
  3. Scholastic Aptitude Tests (SATS) www.collegeboard.com - college board for aps and sats

7. Personal Property Insurance – Non-admissible education expense - Private schools cannot accept responsibility for loss or damage to the student’s personal property. Parents, at own expense, should ensure that the students’ personal belongings, including computers, musical instruments and bicycles are insured while at school.

9. Conditions/Entitlements and Administration.

Course selection is important for Post secondary education - Parents/Students are responsible to ensure school selected offers a full selection of courses, which meets the student's education goal before enrolling in the school. Courses selected by a student should be in writing to the school and a written reply should be obtained prior to enrolment.

11. Members are responsible to ensure that the intent of the allowance received is met. Member’s taxation responsibilities associated with submission of allowance/travel forms and supporting documentation are outlined on our Web Site. All original receipts for Education funding by the Department are to be forwarded to your Outside Canada Support Unit.

12. Parent's Responsibilities

Intent of Allowance
Member is responsible to ensure that the intent of the allowance received is met. Member’s taxation responsibilities associated with submission of allowance/travel forms and supporting documentation are outlined on our Web Site.
Student terminates during School Year
A member in receipt of an education allowance is responsible to contact the Outside Canada Senior Officer immediately when a dependent student terminates schooling during the academic year for which an education allowance have be paid. The member is responsible for writing a registered letter to the school in which the allowance has been paid and seeking a refunded from the school. Any amount which may be refunded by the school under such circumstances must be made payable to the Receiver General of Canada. When it is deemed that a student has ceased attendance at a school for which an education allowance has been provided for other than academic reasons, pro-rating of such education allowance may be so ordered. Where it is determined that the refund is to be based on a appropriate method of pro-rating, the determined rate must be made payable to the Receiver General of Canada.
Course selection
Parents/Students are responsible to ensure school selected offers a full selection of courses, which meets the student's education goal.
Graduation Requirements
Members are responsible to ensure that the school to be attended teaches the required courses. Students attending fee-paying boarding school should not be doing on-line course to achieve graduation. Before a student enrols into on-line course Dependent Education Management is to be notified.
University Planning
Members posted outside Canada who have children preparing for university and planning on enrolling in a school outside Canada are advised to communicate with the Canadian university of choice in advance so they may ensure that the courses selected will be acceptable to the Canadian university. Member should consult the Association of Universities and Colleges of Canada website at www.aucc.ca/index_e.html for information on post secondary education in Canada.
Termination of Education Allowances
Education allowances cease at the end of the semester in which the number of provincial credits is acquired to obtain Secondary School Graduation.
Out of Pocket Expenses
While education benefits are very generous, history tells us that parents with students attending Residential schools inside/outside Canada should be prepared to paid out-of-pocket non-reimbursable expenses in the neighbourhood of $3,000.00 to $5,000.00 per student.

• Member must provide Student record from current school and a Fee schedule from school to be attended.
• Case Form 14Case – Private School request must be approved by NDHQ/DDEM.
• Education Allowance-Secondary education outside Canada ceiling set on annual basis by Treasury Board (any amount exceeding such ceiling would be parent/student responsibility).
INTENT Ensure members are aware of graduation requirements and entitlement to various allowance when secondary schooling is chosen at a Canadian Curriculum school outside Canada. All Canadian schools outside Canada following the Ontario Curriculum and must meet Ontario graduation requirements.
