1. The form CAN BE FILLED OUT ONLINE. However, please note that you cannot submit this form electronically. You will need a printer to print the form. IMPORTANT be sure to: SIGN and DATE your form.
1.1 The Department of National Defence assumes the provincial responsibility for provision of education facilities in the appropriate official language for dependent students abroad to the same extent as such instruction is provided in Ontario (Canadian) schools under section 23, Minority Language Educational Rights, Charter of Rights and Freedoms. The regulations are intended to provide comparability of or to minimize variations in the conditions of service that apply to a Canadian Forces member in Canada and to a Canadian Forces member at his place of duty outside Canada. Children of Canadian Forces members serving in Canada attend local public primary or secondary schools at no cost to the member. The objective of existing regulations is to provide for education facilities in the appropriate official language, when available, compatible to the Canadian public school system up to the level of Secondary graduation.
1.2 This may include private language tutoring where the educational level of the student is above/below that of the class. The DND policy is not to exceed 50 hours of Language tutoring during a 12-month period commencing 01 September each year on behalf of a Junior Kindergarten to Grade 12 student (Junior Kindergarten to Secondary V in Quebec).
While the number of school year teaching days under the Ontario/Quebec primary education system may approximate 37-38 weeks, experience has shown that under the circumstance where a private tutor is employed such comparable language program is compressed to between 44-50 hours annually (i.e., private tutor/student ratio of one to one versus teacher/student ratio of one for 20-25 students).
1.3 Teacher Resource Book provided with each program contains information on adjusting the length of each Unit. Programs are designed to be flexible in terms of length. It is expected that a tutor working one-on-one will be able to complete most supplementary activities provided in the Teacher Resource Book.
The tutor is responsible for carrying out summative evaluation and testing following the guidelines as provided in the Teacher Resource Book. Outside Canada support units are to provide, as much as possible, photocopies associated with summative evaluation and testing. The Teacher Resource Book is not to be marked in as it is designed to be used from year to year by the tutor.
1.4 Language kits are designed to be used by the students and tutor on a year-to-year basis. The only replacement document should be the student workbooks.
1.5 Students, with the encouragement of parents, are to utilize the Internet as a supplementary learning resource. In addition to web sites listed below, the Teacher Resource Books in the Language Program packages contains Web Sites applicable to each unit of material covered. Language supplementary learning material available on the Web is unlimited. Students are encouraged to obtain learning material, free of charge, from various government departments listed below.

1.6 Language tutoring may be requested through your Outside Canada Support Unit/ Education Section for courses other than those offered by Avon Maitland Distance Education Centre by providing the following documentation:
- Tutor completed Form 10 Cert DND Language Tutoring Certificate to the Outside Canada Support Unit on completion of authorized tutoring hours.
1.7 Outside Canada Support Unit is responsible for:
- During the month of May, provide Form 10 Cert - DND Language Tutoring Certificate to the parents to have the tutor complete at the end of the authorized tutoring hours and returned for inclusion in the education file.
1.8 The member and student will be responsible for:
- Supplying their own cassette recorder, CD player, Video tape player.
- Ensuring all materials is safeguarded and maintain in the condition received. (Only new workbook will be ordered each year, the next student must use this package)
- Returning all course material at the end of course to your Outside Canada Support Unit for:
- FSL - Grade K-3 –Curriculum documentation; Grade 4-8 – Learning kit;
- FFL learning kits for elementary/secondary.
- Return direct to TVO/ILC materials used at Grade 9-12 Level.
- Parents are responsible for having the tutor complete Form 10 Cert - DND Language Tutoring Certificate and providing a completed copy to the Outside Canada Support Unit for inclusion on the student’s education file.
Note: The FFL and FSL Learning Kits will be used year after year. Only workbooks will be provided on a yearly basis. Please treat the Kit with the respect that you would give any $600.00 item.
1.9 Language tutoring, as with all Foreign Service allowances, is based upon entitlement and subsequently, usage. Members are, therefore, responsible to ensure that Language tutoring services have been provided for the allowances received. Members are also advised that they are responsible for the cost of cancelled sessions, or sessions that have not been rescheduled with a tutor. Funding received for cancelled, and not rescheduled Language tutoring sessions is to be returned to the Receiver General of Canada. In conjunction with this statement, if an individual does not provide a reasonable amount of cancellation notice (i.e. Two hours) to the tutor, and it cannot be agreed upon to reschedule a cancelled session, the member will be held financially responsible to the tutor. Verification of this allowance will continue to be based upon a statement from the tutor attesting to the number of hours of actual tutoring delivered.
2. You are accountable for all Education allowance and related care funding. Members are accountable and responsible for making schooling, education & family reunion travel applicable payment on behalf of the student. Notwithstanding, Outside Canada Support units have been authorized to make the payment of admissible education expenses directly to an educational institution on behalf of a member or group of members for entitled education benefits as outlined in the Post Ceiling and FSD 34. The member is accountable and obliged to inform Outside Canada Support unit in writing, immediately on receipt of a bill from a school and/or when a child terminates schooling during the academic year for which an education allowance has been paid. Member is to seek in writing, when applicable, any funding which may be refunded by the school under such circumstances must be made payable to the Department of National Defence. In the event that the school, in error, makes a refund directly to the member, this must immediately be refunded to the Department of National Defence. Members are not to take the “Tuition Refund Insurance” as this item would be a “non-admissible” education expense. All original receipts are to be forwarded to your Outside Canada Support Unit.
