- Part III - Education Allowances - Schooling at the Post
- Part XIV - Education Post Ceiling Guidelines
Education Post ceiling – is established for each post to reflect the cost of admissible education expense where local state schools are compatible and where non-fee paying schools are not compatible.
Compatible education (enseignement compatible) means an education system, which provides an educational curriculum and services compatible with those normally provided without charge in schools in Canada from junior kindergarten to secondary school graduation, taking into consideration:
- the desirability of continuation in the child’s educational stream, and
- The educational history and other personal factors pertinent to the child’s education.
NOTE: Local State non-paying schools – It is expected that the majority of children at the elementary and secondary level will be educated at the post. This will occur at the nearest compatible non-fee paying state school to their place of duty/residence in the appropriate official language. See below for the authorized schooling at the post.
Education Allowance (indemnité scolaire) is an allowance for admissible education expenses, provided on an annual basis to members outside Canada with dependents students/children to obtain compatible schooling that will enable the dependant to continue in the chosen educational stream and will facilitate re-entry into the next higher grade level at a provincial public school system upon return to Canada.
Admissible Education expenses: Go to FSD 34.01(I)
Post Ceiling – FSD 34.03(a) – Where a dependent child is being educated at the elementary or secondary level at a compatible educational facility at the member’s post, an education allowance for admissible education expenses may be authorized in accordance with FSD 34 providing certain conditions have been met. If schooling at a non-fee paying state school is not compatible, see below for the local authorized Post Ceiling School at the post.
