Mission
We anticipate, integrate, and synchronize innovative and flexible compensation and benefits policies and practices - that are compassionate and responsive, and that respect the evolving needs of the CF and CF Ops, and of CF personnel and their families.
Understanding the following organization structure will allow you to find information on compensation and benefits available to CF members, current and historical rates for pay and allowances, and compensation and benefits new initiatives.
Directorate of Compensation Benefits Administration
DCBA is responsible for the development, implementation, monitoring and application of ministerial authorities, administering policies and programs in areas of expense reimbursement (travel, relocation), cost of living benefits (PLD, CTA, FCA), other individual entitlements, Military Foreign Service Instructions, single quarters and Home Equity Programs.
Directorate of Pay Policy and Development
DPPD is responsible for the strategic advancement of Canadian Forces compensation policy, within the guidelines provided by Treasury Board, in such a way as to enhance the Forces' ability to attract, retain and motivate its most valuable resource - its members.
Directorate of Pensions and Social Programs
DPSP is responsible for the development of policy regarding: health and dental care plans for dependants and Reserve Force members, death and disability compensation and pension and retirement benefits.
Directorate Relocation Business Management
DRBM is responsible for measuring the effectiveness of the CF Integrated Relocation Program (CF IRP), as well as ensuring the necessary financial controls are established to ensure all payments made under the CF IRP are compliant with Section 34 of the FAA. The framework established to measure program effectiveness includes clearly defined program objectives, results to be achieved, and provisions to measure, evaluate and report on key aspects of, including the contractor's performance. Furthermore, the business management process is to ensure the CF IRP is providing good value for money and contributing to the quality of life of members and employees.
DGCB Coord
DGCB Coord is primarily responsible for the day-to-day management of DGCB, providing advice and support to DGCB in the areas of Corporate policy and planning, Communications, Administration, Human Resources and Comptroller functions for DGCB. In addition, DGCB Coord is responsible for the coordination and quality control of grievances handled within the DGCB Grievance Cell.
Compensation and Benefit Instructions
These instructions contain policy and administrative information related to the issue of pay and allowances, reimbursement for travel, and other expenses arising out of military service as applicable to CF members where appropriate, instructions have replaced articles repealed from the Queen's Regulations and Orders. To avoid confusion, the numbering format has not changed. Thus, "CBI xyz" replaces "QR&O xyz".
