Q1. Why replacing SUBSPA with SubCA

A1. SUBSPA no longer meets the needs of the VICTORIA Class submariners.  SubCA links entitlement with personal eligibility to serve in the VICTORIA Class.

Q2. What will happen to the SUBSPA designated shore positions?

A2. On approval of SubCA, designated SUBSPA positions shall no longer exist, however most of submariners who have served on a submarine and are posted ashore will continue to receive SubCA for up to three years.

Q3. Is there a new rate for SubCA Allowance?

A3. No, the rate remains the same than the rate previously paid for SUBSPA

Q4. What did a VICTORIA qualified submariners gain with the change from SUBSPA to SubCA?

A4. All VICTORIA qualified submariners, who meet some basic conditions, on posting out from a submarine will continue to receive SubCA for a period of three years. Prior to the change, only those submariners who were posted to a shore designated position were eligible to receive SUBSPA.

Q5. What will happen on posting back to a submarine?

A5. If within 3 years of having been ashore, SubCA will continue.  If a submariner has been ashore for more than three years, SubCA would have ceased on the third anniversary of being ashore and will restart on posting to a submarine.

Q6. Does it mean that submariner who goes from a submarine to ashore every three year or so would receive SubCA continuously?

A6. Yes

Q7. I have just been posted out of a submarine.  What is my entitlement?

A7. Subject to some conditions as listed in CBI 205.41, you will be eligible for SubCA for the next three years.
