1. This clarification contains the policy, examples and a copy of the PMV Acknowledgement of Limitations that is required to be signed by all CF members utilizing their PMV in lieu of the normal MOT when proceeding on TD or Attached Posting.

Policy

2. Before authority to use PMV is granted, approving authorities shall assess the impact on their budget with regard to the cost effectiveness utilizing other means of transportation, person-hours lost, distance, duration of TD, weather conditions and time of year, as factors to be considered.

3. Members who are authorized to utilize privately owned vehicle (PMV) should confirm with their insurance agent that they are adequately insured and have supplementary business insurance, particularly if they carry passengers.

4. Where a member requests to take a PMV in lieu of the most cost efficient and practical mode of travel (usually commercial air plus taxi/bus) as determined by the CO, the member may be reimbursed the high kilometric rate up to the cost of the most efficient and practical mode of transportation.  Members receive the lesser of either the cost of the normal mode of transportation (including meals and incidentals for the first day of each journey) or high rate mileage.  Meals and incidentals are calculated as if the normal mode of transportation was used i.e. if commercial travel is not over a meal hour, there is no entitlement for a meal if the member choses to drive.  Notwithstanding, at no time can the maximum reimbursement exceed what it would have cost to send the member by the most economical and practical means of transportation.

5. The cost comparison for commercial air transportation must be based on a minimum 14 day advanced booking, through AMEX Travel services only.  DCBA approval is required when 14 days advanced booking requirement cannot be met.

6. For example, if a member drives from Cold Lake to Borden, the total reimbursement shall not exceed the equivalent airfare (with the standard 14 days advance booking) plus taxi/bus, meals (not necessarily full per diem) and incidentals for the first day of each journey only.

7.  A member will be considered on TD status for the first day of travel enroute to the TD destination and the first day of travel on the return portion of the TD. One calendar day of authorized paid leave IAW CFAO 16-1 must be taken for each additional 500km of road distance to the destination IAW the distance guide. Normal leave rules apply with regard to this benefit. If a member cannot take leave (i.e. travel cannot be taken on a weekend, no annual leave remaining for the year, etc), they are ineligible for this benefit and must use the normal mode of transportation provided.

8. For Class “A’’ Reservists, because they do not have leave, they will be considered on TD for the first day of travel on each journey and for the remaining travel days they shall be considered unpaid.   

9. Members are to complete the cost comparison worksheet attached at Annex B each time they request to use their PMV.  If travel distance is more than 500 km, they also need to read and sign the Acknowledgement of Limitations attached at Annex A.

10. The acknowledgement of limitations form found at Annex A shall be signed by the Commanding Officer.  Commanding Officer can also delegate this function in writing. 

11. By signing Annex A the Commanding Officer authorized the member to take his PMV.  He also acknowledged the fact that, in the interest of safe driving, the member had sufficient paid leave to cover his travelling time as per CFTDTI article 7.12 (6).  Copy of the signed leave pass (CF 100) shall be attached to the claim.


Example 1

I’m going on course from Petawawa to Gagetown for 3 months. If I ask to use my PMV what will my entitlement be? What is my status enroute?

NORMAL MOT

Going to Gagetown

Member is entitled to lunch and incidental

Return to Petawawa

Member is entitled to dinner and incidental (breakfast and lunch were provided at CFB Gagetown)

Total Return Cost $1,000.00

PMV TRAVEL

Petawawa – Gagetown = 1,231 km × 2 = 2,462 km
2,462 km × $0.55.5 = $1,366.41

Maximum entitlement = $1,000.00 (This includes meals and incidentals as per normal MOT)

PAID LEAVE REQUIREMENT

TT 500km per day = 3 days per journey × 2 = 6 days
First day of travel both ways = 2 days TD
Remainder = 4 days paid leave required to be allowed to use PMV

Example 2

I’m going on a tasking from Esquimalt to Valcartier for 8 months. If I ask to use my PMV what will my entitlement be? What is my status enroute?

NORMAL MOT

Going to Valcartier

Member is entitled to Full day per diem and incidental

Return to Esquimalt

Member is entitled to breakfast, lunch and incidental

Total Return Cost $2,250.00

PMV TRAVEL

Esquimalt – Quebec City = 4,908 km × 2 = 9,816 km
9,816 km × $0.54 = $5,300.64

Maximum entitlement = $2,250.00 (This includes meals and incidentals as per normal MOT)

PAID LEAVE REQUIREMENT

TT 500km per day = 10 days per journey × 2 = 20 days
First day of travel both ways = 2 days TD
Remainder = 18 days paid leave required to be allowed to use PMV

Example 3

I am a Reserve Force member on Class “A’’ service and going on a short assignment (less than 12 consecutive days) in Borden from Valcartier (896 km). Can I take my PMV instead of flying?

NORMAL MOT

Members must use 1 day of paid leave for each 500km travelled for each journey. Class “A’’ personnel do not have leave. The first day of the departure and the first day of the return are considered TD. For all other days of the journey Class “A” reservists are not considered on duty and are unpaid. Members are still expected to plan for one day of travel for each 500kms of the journey for reasons of safety.   


Example 4

I am a Reserve Force member on Class ‘’B’’ service in Ottawa. I have no annual leave left and going on course starting Monday in Petawawa. Can I take my PMV?

NORMAL MOT

If alternate transport has been arranged and the normal MOT is not PMV, the member can take his PMV if it is the most cost effective option. Because of the distance (less than 500 kms) there is only 1 day TT each way. The first day of the departure and the first day of the return journey are considered TD.

The cost comparison worksheet must be completed.


Annex A To CFTDTI Section 7

ACKNOWLEDGEMENT OF LIMITATIONS
TRAVEL BY PMV AT MEMBERS REQUEST

Reference:  CFTDTI

1. I, SN RANK SURNAME INIT having been authorized to travel at public expense proceeding on Temporary Duty (TD) or Attached Posting (Att Post) to place, do hereby request to travel by PMV, licence number licence number.

2. I hereby acknowledge the reimbursement of the transportation and traveling expenses, IAW ref will be limited to the cost of the most economical and practical method of travel as per the cost comparison worksheet attached.  I further understand that I will be permitted to travel by PMV on TD or Att Post provided I have sufficient leave to enable this trip to be made safely.  Utilizing the daily kilometrage maximum of one calendar day of paid leave for each 500 km traveled. The day of departure to the TD location and the first day of the return journey will be considered as duty. One additional day is required if the distance traveled on the last day is more than 150 km but less than 500 km.

3. I understand by traveling on leave I will not be on duty and understand that a member on leave, who has an accident and suffers a disability, MAY or MAY NOT be eligible for a disability pension (which has to be directly attributable to military service). It is Veterans Affairs Canada who makes this determination and ultimately decides whether the member is entitled to a disability pension.

4. I have been fully briefed on my entitlements and limitations related to the use of PMV.
