Brigadier-General Foster enrolled in the Canadian Forces in 1979. He attended Collège Militaire Royal, St-Jean, Québec, and the Royal Military College, Kingston, Ontario, graduating with a Bachelor's Degree in Mechanical Engineering in 1984.

Upon completing pilot training in 1985, Brigadier-General Foster remained in Moose Jaw to instruct, earning an A2 category. From 1989 until 2006 he served in the Fighter community flying the CF-18 with 416 Tactical Fighter Squadron in Cold Lake, Alberta as well as with both 425 and 433 Tactical Fighter Squadrons in Bagotville, Québec. During his time in Bagotville, he participated in Operation Allied Force in Kosovo, Commanded 433 Squadron and finished his tour as the Wing Operations Officer. In 2006 Brigadier-General Foster was appointed Wing Commander of 15 Wing Moose Jaw home of the 2 Canadian Forces Flying Training School and the Canadian Forces Snowbirds.

Brigadier-General Foster has completed staff tours with the Directorate of Air Requirements, Ottawa, the 1 Canadian Air Division as A3 Fighters in Winnipeg, and most recently as the Special Assistant to the Vice-Chief of the Defence Staff in Ottawa. He is a graduate of the Canadian Forces Command and Staff College and National Strategic Programme in Toronto and holds a Master of Business Administration degree from the University of Ottawa.

Promoted to his current rank in June 2009, Brigadier-General Foster is currently the Deputy Commander Force Generation, 1 Canadian Air Division in Winnipeg, Manitoba.
